My almost certain feeling right now, specially with the "she" stuff, is that Satou is Halna in a magic disguise (or a body double, but her and magic non the less). It would track with both of them being Information Bureau and be her way of keeping tabs in the class, not to mention Calkoro has made no mention other than the 2 of them being here as adults.
